NHK is reporting today that Japan is drawing up plans to ensure that "gangsters" do not play a role in rebuilding.

NHK: TEPCO to eliminate gangsters from nuclear projects

The operator of the Fukushima Daiichi nuclear plant is stepping up efforts to prevent gangsters from earning money in projects for bringing the crisis under control.

Tokyo Electric Power Company and 23 affiliates set up a council to eliminate criminal organizations from such projects.

MAJIA HERE: If we mean by gangsters ruthless sociopaths who deceive while exploiting others' wealth and well-being, then TEPCO itself qualifies for the label, as do the governments of many well known countries....
