This is a significant increase. The counter punch article by DiMaggio does not give the near poverty rate, but it was an additional 20% prior to the recession beginning.

The plight of poor children has been exacerbated negatively by dramatic cuts in public programs by states, counties, cities, and school districts. For instance, the state of AZ discontinued enrolling children in its Kids Care health care program.
