The Japanese Government and Fukushima

Who is ordering the Japanese government to LIE to its people about Fukushima's condition, the level of radiation contamination, and the threats to public health?

Is it TEPCO?

Is it the US?

The interesting thing in this case is that the interests of all parties are aligned, except for the people of Japan (and the US, Canada and just about everywhere else), whose interests are disregarded.
