New Cover at Fukushima Daiichi Unit 3

TEPCO is installing a new roof cover over Fukushima Daiichi Unit 3. You can see it in this screenshot taken yesterday behind the large white vent tower (it looks like a gray egg right now):

I wonder if the uptick in emissions I've been seeing on the webcams (see recent posts), which have seemed to emanate most from the unit 3 area, is a result of construction efforts to install this new roof, which may have entailed removing debris or other structures covering the fractured Unit 3 reactor.
