Revolving Doors and Conflicts of Interests


Revolving doors occur as industry officials move into government and as connected government officials move into industry, corrupting government purpose.

Revolving doors are problematic because of "conflicts of interests" between (1) public goods and organizational missions on the one hand and (2) personal or sectional self-interest on the other hand.

Conflicts of interest are found most visibly in revolving door relationships that are at least transparent in the sense that they can  usually be traced in employment records.

What is less transparent is the conflict of interests that arise behind the scenes as major organizations, particularly corporations, purchase the loyalties of individuals who are supposed to be independent, either representing the interests of their constituents or the expertise afforded by their professional qualifications.

Unfortunately, as we all know too well, this insidious form of corrupted governance is ubiquitous across our social institutions, including medicine.

That does not of course mean the entire industry is corrupt, but there is certainly no longer a presumption of innocence:

An analysis by The New York Times and ProPublica revealed José Baselga, MD, PhD, medical oncologist, physician-in-chief and CMO of Memorial Sloan Kettering Cancer Center in New York City, failed to disclose significant financial ties to the drug industry and other healthcare companies in major medical research journals like The New England Journal of Medicine.
The question is how do you reform systems so they operate as ideally imagined? There are different explanatory frames for this question.

The structural frame argues that there are fundamental conflicts of interests embedded foundationally in our social system and these contradictions must be eliminated before society can evolve. Those contradictions are rooted in human enslavement and exploitation of social others and the environment, evident most visibly in the economy.

The individual frame argues that society will be moral when individuals are moral, but it is the local system's responsibility to produce moral individuals (e.g., families), supported by some formalized "moral" ideology (such as religion).

I think both approaches offer insight into macro and micro levels that must be targeted for change. We must produce moral social and economic systems that subscribe to a few agreed-upon values (that would be weighed and debated rather than imposed and fixed) that individuals, governments, and corporations should be accountable to, although systems of accountability must be tailored at each level.

Limited liability would need to be re-thought so it did not free up individuals from their corporation's misdeeds.

But due process would be critical to ensure that systems of accountability would not become unduly repressive because there is a strange tendency for our governing systems to devolve away from democratic practices to oligarchic and authoritarian ones.

Is this tendency an effect of Nature or Nurture? I think it is some complex and inescapable synergy.

  1. For some reason Michael Roberts' Iron Law Of Oligarch is rarely mentioned. As far as I can tell Roberts has nailed down this law perfectly and irrefutably. But how do we get better people?

    How do we get better German Shepherds? Breed for healthy, strong dogs rather than show dogs. Are we breeding show people? In some senses yes.

    I suspect the the USA is as good as it gets and that our main task is not to slip backwards. There is a national homeostasis that holds things together. Presently we are taking way too many drugs, legal and illegal. Something will necessarily have to balance that out.

    Japan’s birth rate was declining but gradually, as was the Belarus birthrate. The rate at which it was declining was low. Then after Fukushima it fell of the cliff.
    I made this graph from Japan vital statistics data on the web.
    In 2005 it was 8.32. So there is a sharp fall in the rate after Fukushima. Same thing happened in Belarus after Chernobyl. Look at the Bandashevsky’s after Chernobyl birth rate graph.
    It was expected What I am saying is that the fall in birthrate in Japan is a Fukushima effect in the same way as the fall in birthrate in Belrus was a Chernobyl effect.

    Japanese prime minister Shinzo Abe describes demographics as a national crisis
    Japan suffered its biggest population decline on record this year, according to new figures that underline the country’s losing battle to raise its birth rate.
    The number of births fell to its lowest since records began more than a century ago, the health and welfare ministry said, soon after parliament approved an immigration bill that will pave the way for the arrival of hundreds of thousands of blue-collar workers to address the worst labour shortage in decades.
    The ministry estimated 921,000 babies will have been born by the end of 2018 – 25,000 fewer than last year and the lowest number since comparable records began in 1899. It is also the third year in a row the number of births has been below one million.
    Combined with the estimated number of deaths this year – a postwar high of 1.37 million – the natural decline of Japan’s population by 448,000 is the biggest ever.
    The data suggests the government will struggle to reach its goal of raising the birth rate – the average number of children a woman has during her lifetime – to 1.8 by April 2026. The current birth rate stands at 1.43, well below the 2.07 required to keep the population stable.
    Crisis
    The prime minister, Shinzo Abe, has described Japan’s demographics as a national crisis and promised to increase childcare places and introduce other measures to encourage couples to have more children.
    But the number of children on waiting lists for state-funded daycare increased for the third year in a row last year, raising doubts over his plans to provide a place for every child by April 2020.
    Japanese people have an impressive life expectancy – 87.2 years for women and 81.01 years for men – which experts attribute to regular medical examinations, universal healthcare coverage and, among older generations, a preference for Japan’s traditional low-fat diet.
    But the growing population of older people is expected to place unprecedented strain on health and welfare services in the decades to come. Some of those costs will be met by a controversial rise in the consumption (sales) tax, from 8 per cent to 10 per cent, next October.
    Earlier this year the government said 26.1 million – or just over 20 per cent of the total population of 126.7 million – were aged 70 and over.
    The number of centenarians, meanwhile, had risen to 69,785 as of September this year, with women making up 88% of the total.
    Japan has the highest proportion of older people – or those aged 65 and over – in the world, followed by Italy, Portugal and Germany.
    The National Institute of Population and Social Security Research in Tokyo estimated that more than 35 per cent of Japanese will be aged 65 or over by 2040.
